The primary purpose of Eastlake is water supply. The dam stores water for municipal, industrial, or agricultural use, helping ensure a reliable supply for the surrounding area. The dam is owned by Eastlake 1 Association (private). It impounds the Proctor Val Can near Bonita.

The dam stands 35 feet tall and stretches 900 feet across, creates a reservoir covering 11 acres, and has a maximum storage capacity of 77 acre-feet. Completed in 1986, the structure is 40 years old.
