The primary purpose of Savage is water supply. The dam stores water for municipal, industrial, or agricultural use, helping ensure a reliable supply for the surrounding area. The dam is owned by City Of San Diego (local government). It impounds the Otay River near Chula Vista.

The dam stands 149 feet tall and stretches 750 feet across, creates a reservoir covering 1,110 acres, has a maximum storage capacity of 56,500 acre-feet, and collects water from a drainage area of 101 square miles. Completed in 1919, the structure is over a century old.
