The primary purpose of Lago Regulador is water supply. The dam stores water for municipal, industrial, or agricultural use, helping ensure a reliable supply for the surrounding area. The dam is owned by Puerto Rico Aqueduct And Sewer Authority (public utility). It impounds the Moca Irrigation Canal near Isabela.

The dam stands 40 feet tall, creates a reservoir covering 161 acres, and has a maximum storage capacity of 399 acre-feet. Completed in 1996, the structure is 30 years old.
