The primary purpose of Scs-little Washita River Site-39 is flood risk reduction. The dam is designed to control downstream flooding by temporarily storing excess water during storms and releasing it at a controlled rate. The dam is owned by Grady Co Cons Dist (state). It impounds the Tr-west Bills Cr near Ninnekah.

The dam stands 35 feet tall and stretches 1,260 feet across, creates a reservoir covering 20 acres, and has a maximum storage capacity of 650 acre-feet. Completed in 1978, the structure is 48 years old.
