The primary purpose of Scs-upper Bayou Site-10m is flood risk reduction. The dam is designed to control downstream flooding by temporarily storing excess water during storms and releasing it at a controlled rate. The dam is owned by Arbuckle Conservation District (state). It impounds the Oil Branch Creek near Hewitt.

The dam stands 38 feet tall and stretches 1,580 feet across, creates a reservoir covering 370 acres, has a maximum storage capacity of 6,994 acre-feet, and collects water from a drainage area of 10 square miles. Completed in 1979, the structure is 47 years old.
