The primary purpose of Cliff Lake is hydroelectric. The dam generates hydroelectric power by channeling water through turbines, converting the energy of flowing water into electricity. The dam is owned by Eagle Creek Hydro Power, Llc (private). It impounds the Mongaup River near Millrift.

The dam stands 36 feet tall and stretches 610 feet across, creates a reservoir covering 190 acres, has a maximum storage capacity of 2,873 acre-feet, and collects water from a drainage area of 30 square miles. Completed in 1930, the structure is well-established, with more than 75 years of service.

This dam carries a high hazard potential classification, which means that a failure or uncontrolled release of water would likely cause loss of human life.
