The primary purpose of Dd No 22 is flood risk reduction. The dam is designed to control downstream flooding by temporarily storing excess water during storms and releasing it at a controlled rate. The dam is owned by Mill Creek Wjd No 85 (local government). It impounds the Kansas River-tr near Alta Vista.

The dam stands 34 feet tall and stretches 1,550 feet across, creates a reservoir covering 9 acres, has a maximum storage capacity of 463 acre-feet, and collects water from a drainage area of 1 square miles. Completed in 2005, the structure is relatively new.
