The primary purpose of Hawkins is irrigation. The dam stores and diverts water for agricultural irrigation, supporting farming operations in the surrounding area. The dam is private-owned. It impounds the Hawkins Creek Marsh Creek near Marsh Center.

The dam stands 35 feet tall and stretches 900 feet across, creates a reservoir covering 54 acres, has a storage capacity of 880 acre-feet, and collects water from a drainage area of 26 square miles. Completed in 1870, the structure is one of the older dams in the region, with over a century and a half of service.
