The primary purpose of Lauer is irrigation. The dam stores and diverts water for agricultural irrigation, supporting farming operations in the surrounding area. The dam is owned by Bia (federal). It impounds the North Fork Pit River near Alturas.

The dam stands 13 feet tall and stretches 830 feet across, and has a storage capacity of 1,600 acre-feet. Completed in 1895, the structure is over a century old.
