The primary purpose of Gold Gulch 1a is flood risk reduction. The dam is designed to control downstream flooding by temporarily storing excess water during storms and releasing it at a controlled rate. The dam is owned by Capstone Pinto Valley Mining Corp. (private). It impounds the Gold Gulch near Roosevelt Lake Estates.

The dam stands 106 feet tall and stretches 855 feet across, creates a reservoir covering 13 acres, has a storage capacity of 475 acre-feet, and collects water from a drainage area of 0 square miles. Completed in 1995, the structure is 31 years old.
