The primary purpose of Ross is hydroelectric. The dam generates hydroelectric power by channeling water through turbines, converting the energy of flowing water into electricity. The dam is owned by City Of Seattle (local government). It impounds the Skagit River near Diablo.

The dam stands 540 feet tall and stretches 1,300 feet across, creates a reservoir covering 11,680 acres, has a maximum storage capacity of 1,452,750 acre-feet, and collects water from a drainage area of 978 square miles. Completed in 1949, the structure is well-established, with more than 75 years of service.
