The primary purpose of D+r Lake Upper Dam is debris control. It impounds the Tr-parks Creek near Grovespring.

The dam stands 25 feet tall, creates a reservoir covering 4 acres, has a maximum storage capacity of 54 acre-feet, and collects water from a drainage area of 60 square miles. Completed in 1970, the structure is well into its service life at over 50 years old.
