The primary purpose of Webber is hydroelectric. The dam generates hydroelectric power by channeling water through turbines, converting the energy of flowing water into electricity. The dam is owned by Consumers Energy Company (public utility). It impounds the Grand River near Lyons.

The dam stands 33 feet tall and stretches 1,200 feet across, creates a reservoir covering 660 acres, has a maximum storage capacity of 6,000 acre-feet, and collects water from a drainage area of 1,750 square miles. Completed in 1907, the structure is over a century old.
