The primary purpose of Sediment Basin No.5 is flood risk reduction. The dam is designed to control downstream flooding by temporarily storing excess water during storms and releasing it at a controlled rate. The dam is owned by Fort Campbell (federal). It impounds the Trib. Casey Creek near Roaring Spring.

The dam stands 32 feet tall and stretches 375 feet across, creates a reservoir covering 16 acres, has a maximum storage capacity of 512 acre-feet, and collects water from a drainage area of 6 square miles. Completed in 1998, the structure is 28 years old.

This dam has a low hazard potential classification, meaning that failure would cause minimal damage, limited primarily to the dam owner's property, with no expected loss of life. Its condition is rated unsatisfactory, indicating serious safety deficiencies exist that require immediate attention or remedial action. An emergency action plan is in place for this dam.
