The primary purpose of Dd No A-15 is flood risk reduction. The dam is designed to control downstream flooding by temporarily storing excess water during storms and releasing it at a controlled rate. The dam is owned by Delaware Wjd No 10 (local government). It impounds the Spring Creek-tr near Goff.

The dam stands 33 feet tall and stretches 800 feet across, creates a reservoir covering 5 acres, has a maximum storage capacity of 119 acre-feet, and collects water from a drainage area of 0 square miles. Completed in 2005, the structure is relatively new.
