The primary purpose of Dd No 11 is flood risk reduction. The dam is designed to control downstream flooding by temporarily storing excess water during storms and releasing it at a controlled rate. The dam is owned by Mill Creek Wjd No 85 (local government). It impounds the East Branch Mill Creek-tr near Lake Wabaunsee.

The dam stands 44 feet tall and stretches 800 feet across, creates a reservoir covering 9 acres, has a maximum storage capacity of 730 acre-feet, and collects water from a drainage area of 2 square miles. Completed in 1997, the structure is 29 years old.
