The primary purpose of Frd No 1 is flood risk reduction. The dam is designed to control downstream flooding by temporarily storing excess water during storms and releasing it at a controlled rate. The dam is owned by Sand Creek Wjd No 68 (local government). It impounds the Sand Creek near Newton.

The dam stands 38 feet tall and stretches 6,000 feet across, creates a reservoir covering 131 acres, has a maximum storage capacity of 12,364 acre-feet, and collects water from a drainage area of 14 square miles. Completed in 1989, the structure is 37 years old.
